There are a few different measurements available that estimate the size of the public service. The Australian Bureau of Statistics measures employment and wages for federal, state and local public servants, excluding the following: the defence forces, employees based overseas, employees on workers' compensation not paid through the payroll, and those who are not paid a salary. The ABS figures show a steady increase from 1,751,400 employees in mid-2008 to 1,892,100 in mid-2012. For comparison, the ABS put the total number of Australians employed in June 2012 at 11,520,297, meaning the public sector accounted for 16.4% of total jobs. These employees were empoyed in : Department of Human Services (32,048), Australian Taxation Office (22,022), Department of Immigration and Citizenship( 9,080), Australian Federal Police (6,416), Commonwealth Scientific and Industrial Research Organisation (5,550), Australian Customs and Border Protection Service (5,000), Department of Health and Ageing (4,567), Australian Broadcasting Corporation (4,619), Department of Agriculture, Fisheries and Forestry (4,258), Department of Foreign Affairs and Trade (3,981), with the smallest department listed as the Australian Renewable Energy Agency, with only two employees.

The Australian Local Government Association (ALGA) is the principal organisation representing all 537 Local Government councils in Australia. Constitutional responsibility for local government lies with the state and territory governments. This means that the roles and responsibilities of local government differ from state to state. Municipalities are under ever-increasing pressure to provide services efficiently and more cost-effectively; many city governments see bylaw officers as attractive alternatives to police for enforcement of municipal bylaws and less serious issues. Police departments are under increased pressures in everything from staffing and finances, to the requirement to conduct police work within an increasingly complex legal framework brought about by increased litigiousness in society and more onerous limits and guidelines.
